Unable to change password type to Personal Password
I created a Dummy MP profile on my Mac to explore this problem.
Entered "gmail.com" as the new site name.
Selected Change Password Type.
Checked and saved Personal Password.
Then could not enter a Personal Password because the screen reverted to the opening screen.
The attached screen shots show the sequence of events from 1 to 9.
Running macOS Catalina 10.15.3 on a 2019 MacBook Pro.
I believe this problem has been reported before but I could not find a posted solution.

You need to create the site before modifying it. So when you enter the site name, hit Enter first to create it, then you can go back into Master Password to modify it!
