Win10 does not open .jar file, Java does not help

Hi there,

I wanted to install the programm at my PC (win10). I downloaded and saved the installation file, but I cannot open it (.jar). I downloaded Java to open the .jar file but still it does not open. Any ideas how to fix the issue?
