Customer Service
I have endlessly tried to contact customer service with no responses whatsoever. I't kind of like a little frustrating. All I wand to know is how to install MP on my Windows 7 and windows 10 computers.

You don't install anything. You just download the desktop version off the website and double-click the icon to start it. Make sure you have Java installed.

As an aside, Master Password is open source free software under the GPL, there are no customers and there is no customer service. There is just me, building something for the community, in my off time, and the rest of the community here, helping out where they can.

Put the JAR file somewhere, double-click it to start Master Password. Make sure you have Java installed. Not sure what else I can say. Just follow the instructions.

Unfortunately not, it's all kind of "figure it out as you go" so far. The website has all the information that's available.
The Java application wasn't really built specifically for Windows; I'm not a Windows developer. It's a "better than nothing" solution for now.
The primary apps are the iOS and Mac apps, those are maintained the best and have most features.
Usage is essentially this:
1. Log in.
2. Enter your site name (use the bare domain name of the site, for example, facebook.com).
3. You get a password for the site.
4. Use this password to log into your account.
If you are using Master Password with an existing account, you'll have to update your existing account's password and change it into the one Master Password is giving you.
Do not forget your master password!

On Linux, the jar file is not running. It opens the archive, and I extracted it. Then what?

I right-clicked, and started it with java runtime. Hope that's it.
For M pwd: Does it need uc, lc, #, and special char? Min length?

I recommend a short pass phrase instead of a password.
Eg. banana coloured duckling
